Therefore as is in record I deputed Lao Tee Fun

to proceed to Hong Kong to have Chung Hsiu-nan arrested

and at the same time made a reppesentation to you ask-

ing you to telegraph to H.E. the Governor of Hong Kong

requesting him to direct the Superintendent of Pelios

to arrest Okung Hsiu-nan and to instruct the Russian

Bank to detain the money. Now Lao Yee Fun has report-

od by telegraph that he has had Okung Hsiu-nạn

arrested by the Hongkong detectives and detained in

the Police Station. It appears to me that Ohung Hsiu-

nan's guilt is perfectly clear, and since he has been

arrested by the Pelios at your telegraphio request,

he ought to be extradited to Canton for trial. There-

fore as is my duty, I hereby send this despatok, pray-

ing that you will telegraph to H.E. the Governor of

Hongkong to have the criminal Chung Hsiu-nan handed

over to the deputy Lau Yee Fun to bring back to Canton

for trial, so as to strengthen our national firendship
